Description
We are in need of a system engineer with strong software development requirements management and project management skills to fill a Capabilities Development Lead (CDL) role; will be working with customer leadership, capability thread leads, and MAS TTO leadership on analytic status, health, and development; will be working with multiple customer and contractors on capabilities concepts to capabilities requirements; good planning and estimation skills for software development of analytics using multiple platforms; will include data analysis, document creation, and briefings. Must have outstanding verbal and written communication skills and the ability to work with multiple groups and coordinate efforts.

Requirements

A current Top-Secret/SCI with polygraph security clearance is required. Candidates cannot be sponsored or nominated for a government security clearance under this position.

Minimum fourteen (14) years experience as a SE in programs and contracts of similar scope, type and complexity is required. Bachelor's degree in System Engineering, Computer Science, Information Systems, Engineering Science, Engineering Management, or related discipline from an accredited college or university is required. Five (5) years of additional SE experience may be substituted for a bachelor's degree.

Required Skills

• Familiarity with Systems (i.e Hardware, Software, Network/dataflow, cloud) engineering processes and procedures
• Familiarity with SIGINT Systems
• The ability to develop project management and systems engineering artifacts to capture processes, procedures, and for an overall project life cycle (i.e. CONOPS, Project Plan, Project and Program Schedules, Dependency Mapping, design diagrams, GAMBIT, requirements, work tickets, etc. . .)
• The ability to coordinate technical task and schedules with the IIOC strategic plans and initiatives
• Ability to decompose and refine requirement to enable design, development, testing and End User validation
• Ability to track requirement to closure (to include verification)
• Experience with Microsoft Project and Collaboration Tools (i.e. Atlassian Confluence, Atlassian Jira, Microsoft SharePoint)
• Systems (or Software Engineer) with 14 to 20 years of experience
• Self-Starter - ability to identify tasking and complete task with limited guidance
